Consumer-Directed Personal Assistance Programs, or CDPAP, is a Medicaid program that provides in-home care for individuals in New York who are living with a chronic illness, physical disability, or intellectual disability. Individuals living with intellectual, developmental, and physical disabilities may need assistance with daily medical care and living tasks. Traditionally, home care agencies provide these services, but with CDPAP, the participant or their guardian has the option to choose their caregiver. This allows individuals to hire family members, friends, or any caregiver of their choice. It also means that the individual or guardian is responsible for all duties required when hiring an employee, such as training and supervision.
